I’m having some frustrating issues with my Android phone when it comes to charging via USB. I keep getting a persistent notification that says my device is connected via USB, but it doesn’t seem to be charging at all! Has anyone else dealt with this?

I totally get your frustration! My phone sometimes takes forever to charge, especially with slow adapters. Have you checked if your cable is the original one? Non-standard cables can cause issues.
Try cleaning the charging port! Dust and lint can easily cause poor connections. I had to use a toothpick to get the gunk out of mine. Worked like a charm!
If it’s not recognizing the connection, you might want to try using a different USB port on your laptop or wall adapter. Some ports don’t deliver enough power.

I wouldn’t go that far unless absolutely necessary! It’s always the last resort for me!
Have you checked your charging cable? Sometimes they get damaged and cause issues. Make sure to use high-quality cables, preferably USB-C for faster charging!
