I think it could be the VPN app. I’ve had issues before where enabling my VPN would mess with other connectivity settings.

Totally agree! Keeping everything updated might prevent those annoying issues. Have you tried restarting your device after updates?
Restarting always helps! And if all else fails, factory resetting might sound extreme, but sometimes it clears out all strange behaviors. Just back up first!

Mine is a OnePlus 8, and I was using it on a flight last month; it turned on by itself too! I thought it was just the airline’s fault.
Interesting! My Huawei P30 doesn’t have this problem at all, so it seems to be a device-specific issue for some brands. Maybe a software bug?
