I’m with you on that! Let’s just hope they come out with a fix soon or give us an explanation. My blue dot has been there for days now!
The blue dot indicates that those contacts have unread notifications. You can manage this in your notification settings. Go to Settings > Apps > Contacts and customize the notifications to your preference.

You can disable notifications for specific contacts! Just go to the contact’s details, and you should see an option to mute notifications. This is great for prioritizing notifications for your most important contacts.
That sounds amazing! But what if I want to keep the notifications for some contacts? How can I prioritize those?
You can prioritize notifications by adjusting the importance level in your notification settings. Make sure to set high priority for the contacts that matter most so their notifications come through even if others are muted.

The quickest way is to go to Settings > Notifications and toggle off notifications for the Contacts app entirely. Just remember you’ll miss alerts for all contacts if you do that! Proceed with caution!
