I had the same issue with my Galaxy Note 3 a while back! Trying a hard reset worked for me. Just press the Volume Up + Home + Power keys together until the Samsung logo appears. Give it a shot!

You can also try booting your Note 3 in Safe Mode! Sometimes a rogue app can cause these issues. Hold the Power button, then tap and hold ‘Power off’ to reboot into Safe Mode.
